The Blue Residency is open to supporters of environmental action, including members of international companies, associations, non-governmental organizations, global award winners, and distinguished activists and researchers in environmental fields. Eligible individuals can apply through the Federal Authority for Identity, Citizenship, Customs, and Port Security, and relevant authorities can also nominate candidates for this residency.

The Blue Residency is part of the UAE's broader initiative to mark 2024 as the year of sustainability, continuing the green themes that were prominent in the previous year, encouraging residents to adopt sustainable practices.
Typically, the UAE issues residency visas valid for two years. In 2019, the country introduced 10-year Golden Visas for investors, entrepreneurs, scientists, outstanding students and graduates, and humanitarian pioneers. Three years later, the UAE announced five-year Green Visas for skilled professionals, freelancers, investors, and entrepreneurs.
